Passage of the Resource Conservation and Recovery Act (RCRA) in 1976 signaled the beginning of an active national regulatory program to manage hazardous waste. Similarly, the 1980 passage of the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), also known as Superfund, launched the clean-up of existing sites contaminated with hazardous waste. Subsequent amendments have strengthened and added complexity to these regulations. Although considerable progress has been made in the identification, study and remediation of hazardous waste sites, much remains to be accomplished.
Jacobson Satchell Consultants has extensive experience in all aspects of hazardous waste management. Recent projects include a major effort at a National Priorities List (NPL) site involving remedial investigation, feasibility study preparation, remedial design and remedial action. The contaminants included a wide variety of metals and volatile organic compounds. In addition to soil remediation through excavation and disposal in a
RCRA-listed hazardous waste landfill, the project involved ground water extraction and treatment. Another project involved the fast-track remediation of a metals-contaminated site in a central business district. This project was completed in 18 months from discovery of contamination to completion of remedial action. Multiple remedial investigations were followed by preparation of a single feasibility study for the entire site. Remedial design included extensive negotiations with the state regulatory agency. The project involved remediation of over 60,000 cubic yards of contaminated soil through a combination of resource recovery and chemical fixation and stabilization.
